Note that the inspection may be held before import or after import.
It is not illegal to have an un-CE marked boat in Europe. It is only illegal to use or sell it. So you may import a boat without a CE mark although you should be prepared to show customs that you have the CE marking process arranged. A contract with CEproof has proved sufficient to satisfy customs in the past.
